INCREASE IN PENSION OF CENTRAL GOVT EMPLOYEE INCLUDING DEFENCE PERSONNEL AT OLD AGE; PENSION POLICY

Hon’ble Raksha Mantri Shri Rajnath Singh Ji,

1.  We the Defence Veterans seek your kind indulgence and consideration to review the existing Policy of increase in Pension of Defence Veterans at old age since  the same is discriminatory.

2.  As per  the existing Policy, Pensions  vide  O.M.No.38/37/08-P&PW(A) dated 02 Sep 2008 for civilian employees  and GoI MoD ltr No 17(4)/2008(1)/D(Pen/Policy)  dated 11 Nov 2008 of All Central Govt Employees including Defence Personnel are increased at old age as under :-

4.   The Defence Personnel retire at the following Ages:-

7.   Life expectancy of the civil government employees was studied by the Institute of Applied Research in Manpower Analysis (IARM) at the behest of the fifth CPC.  After a detailed and thorough investigation, they arrived at 77 Years as the life expectancy of the Civil Servant.  Railways conducted a similar exercise for their personnel; they assessed their life span as 78 years.

8.  No such study was formally conducted for the defence veterans since, it was generally believed that soldiers live longer than civilians.  However, Maj  Gen (Retd) Surjit Singh, AVSM, VSM who headed the Army Cell of 5th CPC, carried out a detailed study alongwith other experts in 2005 which revealed that the average ages at which our defence veterans die are as under :-

(a)  Officers          –        72.5 years.

(b)  JCOs              –        67 years.

(c)   Other Ranks  –        59.6 to 64 years.

  1. By and large , retired Civilian Govt employees too are seen to be aging faster now , compared to their earlier generation ; View increase in diseases / illnesses owing to air & water pollution / adulterated food articles ; increased stresses due to fast paced life / economic pressures ; lack of care and attention in old age , due to break up of previous joint family set ups and so on .

Even the serving civilian and defence personnel are now increasingly getting effected by such illnesses / diseases . Unfortunately , recently as a great loss , our two ex defence ministers and an ex foreign minister left for heavenly abode even before touching age of 70 years .

As such there is a strong case to reduce the age threshold for start of “old age increase in pension “ for retired civilian Govt employees as well as Defence Personnel to 70 years . In any case as a rule , Govt always considers such improvements / welfare measures for civilian Govt employees to begin with and may pass on the same later to Defence Personnel after representations / court orders . Accordingly the civilian Govt employees associations may also consider taking up case with Govt in this regard .

  2. Considering average life of officers as 72..5 Years ; logically , increase in old age pension for officers should be considered to commence at 70 years of age .
